Quality Framework Project
The Scottish Government, as part of the Volunteering Action Plan, funded Youth Scotland to implement a project to explore the potential for a quality framework for the voluntary youth worksector.
The aims of this first stage of the project were to research, review and potentially develop a Quality Framework (QF). This involved researching existing quality frameworks for youth work, consulting volunteers and others about high quality in youth groupsand m aking recommendations for the future.
The QF project was led by Youth Scotland, delivered through a small project team, and guided by a project steering group to provide important links and access to key networks. We would like to thank the people who contributed to this project.
The term 'voluntary youth group' is used throughout the report to mean the broad range of youth clubs, groups, projects and units of the uniformed youth organisations.

The CLD Standards Council should be asked to consider the findings of this report in relation to its role in workforce development, in particular the development of the volunteer work force in youth work.
EducationScotland should be asked to consider the findings of this report in relation to its role in workforce development, in particular the development of the volunteer workforce in youth work.
YouthLinkScotland should be asked to consider the implications of this report across the full range of youth work contexts in Scotland and secure agreement on what steps need to be taken.
YouthScotland should disseminate this report to all interested stakeholders (including other national voluntary youthwork organisations) and invite them to become involved in shaping the next stage of the project.
YouthScotland should consider taking forward a development project with its members that focuses on young people's wellbeing in the youth group context and explores the potential for engaging young people in evaluating youth provision linked to Youth Achievement Awards.
YouthScotland may also wish to review its existing tools for supporting local youth groups in the context of the 'qualitymap'. This could involve developing a self assessment tool linked to the Youth Work Essentials website and signposting youth groups to the relevant support and guidance.
